it depends...where're you now ? if you depart from uk, you could surf a little on the site of following airlines: ryan air, easyjet, airberlin and germanwings(i'm not sure)...as to the accommodation in Rome, you could seek those family hotel held by chinese since normally they're relatively much cheaper...anyway it won't cost you too much if you find a low-cost flight and a cheap hotel.
ps, one week would be too long. it takes just one single day to make a whole tour around Rome city. 7 days seems to me enough for a trip around the entire Italy.
