Owusu-Abeyie, who joined Spartak Moscow in January, has played for Holland at Under-21 level, but is still eligible to switch allegiance to the country of his birth.
Ghana are hoping that the prospect of playing at the World Cup finals in Germany will prompt the exciting winger to commit his future to The Black Stars.
"I intend talking to someone like Quincy Owusu Abeyie who has just moved from Arsenal to Spartak Moscow," said Kwasi Nyantakyi, president of the Ghana Football Association.
"He is a Ghanaian who has naturalised as a Dutch and has indeed featured for the Dutch Under-21 side. But the new Fifa rule is on our side once Abeyie has never featured for the Dutch senior team.
"He now has to make a decision and I intend impressing upon him to consider his roots since he has a big chance to impress the world stage."
Ghana suffered disappointment at the recent African Cup of Nations and Nyantakyi feels coach Ratomir Dujkovic needs to shuffle his pack.
"I guess that's for a coach to decide. But I personally think so," he added. "There might not be massive changes but yes, there certainly will be changes."
